The 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC) was officially held in Dubai, UAE from November 30th to December 12th. Huge Energy was invited to attend the UN Climate Conference and the Middle East business visit with the "China Business Climate Conference Delegation" organized by the All-China Federation of Industry and Commerce New Energy Chamber of Commerce.
It is reported that the Conference has attracted more than 80,000 participants from around the world, including global leaders, negotiators, non-governmental organizations, industry leaders and business representatives, making it the largest climate conference to date. The conference will be the first "global stocktaking" of global climate action under the Paris Agreement, in order to understand the progress of global climate action, to help countries to seriously examine the current state of the planet, and to chart a better course for the future, which is "a critical turning point" in the process of human response to climate change. About COP 28
The United Nations Climate Change Conference (COP28) is a United Nations-sponsored conference that has been held in different regions of the world on an annual rotating basis since 1995. After a series of large-scale and influential side events organized during COP 27, much is expected of COP 28.
Five key points of COP 28
(1) Global Stocktake:
The Global Stocktake is a mechanism proposed in the Paris Agreement, and the first global stocktake will be completed in 2023. At COP28, Parties will discuss how to further implement global temperature control goals based on the results of the global stocktake.
(2) Tripling Renewable Capacity:
The IEA study shows that in order to achieve the global 1.5°C temperature control target, the global installed renewable energy capacity needs to be raised to 11,000GW by 2030, which is about three times the current level. At COP28, the United States, the European Union and other countries hope to push all parties to endorse this goal in the outcome document.
(3) Loss and Damage:
Countries in COP27 reached a breakthrough agreement on the establishment of a Loss and Damage Fund. This year, discussions among Parties will focus on who will provide the funds, who will manage them, and who will have access to them.
(4) Just Transition:
How to cope with the impact of industrial transformation on employment and how to support the affected people and communities has begun to become an unavoidable challenge for governments and enterprises. Relevant discussions at the United Nations Climate Change Conference are also increasing year by year.
(5) Fossil Fuel Phase-out:
The COP26 outcome document calls on Parties to "accelerate action to reduce coal power generation without the use of carbon capture and storage technologies". The EU and some climate-vulnerable countries expect the outcome document of the UN Climate Change Conference to include a statement on the phase-out of all fossil fuels, which will be an important feature of COP28.
